Gunnel v12 - technical release

This release is a technical release that upgrades a bunch of upstream dependencies, most notably Stencil from v2 to v3. This upgrade means that we have dropped support for some legacy browsers, as Stencil is also doing the same, hence the major version.

• Components introduction has been updated to reflect changes to our web component usage.
• We no longer provide compatibility versions of web components for legacy browsers.
• Compiling Tailwind into web components no longer requires a separate step. See Authoring
• Most other dependencies are upgraded to the latest minor version.
